The University of Rizal System (URS) held the Annual University Planning and Budget Presentation for Fiscal Year 2025 on October 4 and 7, 2024, at the Function Hall, URS Morong Campus. The event spanned two days, with the leadership and key administrative officers coming together to present, review, and critique programs, projects, and budgets across all campuses and units of the university. 130 officials, unit heads, and staff attended this activity.
On October 4, the first day of the event commenced with the Welcome Remarks delivered by the University President, Dr. Nancy Pascual. Her speech set the tone for the sessions, emphasizing the critical role of strategic planning in ensuring the continued excellence of URS.
Following her address, the university’s key resource persons were introduced, representing vital units responsible for the financial, procurement, and general services. These resource persons played essential roles throughout the two-day event:

- Ms. Clarissa Marino, Supervising Administrative Officer – Finance Division
- Ms. Mian Francisco, Head, University Budget Office
- Mr. Joel Francisco, Head, University Procurement Unit
- Ms. Juliane Aparejado, Head, URS Morong Procurement Unit
- Engr. John Andrew Francisco, Head, General Services Unit
- Engr. Jeffrey Lawas, from the Project Development Unit
- Mr. Jerwin Patangui, Head, University HRMO
- Dr. Ricardo Ariston, Alumni Regent
- Prof. John Vincent Guillermo, Faculty Regent
- Ms. Kate Louise Matematico, Student Regent
They guided the discussions and critiques for the day’s presentations, ensuring that all programs, projects, and budget plans were rigorously reviewed.
The presentations commenced with a thorough overview of the Programs, Projects, and Activities (PPAs), the Program of Receipts and Expenditures (PRE), and the Project Procurement Management Plan (PPMP) for each campus.
The Rodriguez Campus opened the presentations, followed by Angono, Cainta, Pililla, Taytay, Binangonan, and Cardona campuses. Each campus provided detailed breakdowns of its financial plans, proposed projects, and anticipated expenditures for the coming fiscal year. Resource persons engaged in active critiquing, offering insights and suggestions to improve the feasibility and sustainability of the plans.
On October 7, the event resumed with presentations from the remaining campuses. The day began with the Tanay Campus, followed by Antipolo City and Morong. Each campus focused on addressing their respective areas’ specific challenges and priorities while aligning with the university’s overall strategic objectives.
The afternoon session shifted the spotlight to the Graduate Schools and various university units. The Graduate Schools of Agriculture, Business, Public Administration, and Education presented their fiscal plans, followed by the Statistics Center, Corporate Business Affairs, and the Production Unit. Each unit highlighted its programs, projects, and budgetary needs for FY 2025, providing a comprehensive picture of the university’s financial landscape.
After the last set of presentations, Ms. Grace Ann Faulve, Planning Officer II, presented the Ways Forward and Institutional Recognition component. This segment focused on the directions for URS and the possibilities it could explore.
Dr. Nancy Pascual returned to deliver the Closing Remarks to conclude the two-day event. She thanked all the presenters, resource persons, and attendees for their active participation and hard work. Dr. Pascual reiterated the importance of careful planning and financial prudence in ensuring that URS continues to thrive as a premier educational institution.
The Annual University Planning and Budget Presentation for FY 2025 accentuated the collaborative spirit of URS. By engaging each campus and unit in a detailed discussion of their fiscal strategies, the university reaffirmed its commitment to transparency, accountability, and excellence. As URS moves forward into the next fiscal year, the event’s outcomes will serve as a guide to the institution’s continued growth and success.
