Dir. Maria Leticia G. Reyna was the keynote speaker at the 2024 PRAISE. She is the Director of the Civil Service Commission (CSC) Regional Office IV. She assumed office in CSC RO IV on Sept. 1, 2022. She served as Assistant Regional Director of the CSC Regional Office 1 in San Fernando, La Union, from 2021 to 2025. She is a homegrown talent of the CSC, starting as a Personnel Analyst in 1983. She rose from the ranks, heading various Offices in the CSC Central Office, such as the Examination, Recruitment, and Placement Office (ERPO), the Human Resource Relations Office (HRRO), and the Integrated Records Management Office (IRMO).
She served as a resource person on the various flagship programs of the CSC such as the Values Orientation Workshop (VOW), Public Service Values Program Orientation Workshop (VOW), Public Service Values Program (PSVP), Leadership and Management Certification Program or CPro, Supervisory Development Courses, Program to Institutionalize Meritocracy and Excellence in Human Resource Management (PRIME-HRM), and Omnibus Rules on Appointment and Other Personnel Actions (ORAOHRA), among others. She attended international conferences such as the EROPA or the Eastern Regional Organization for Public Administration held in Kuala Lumpur, Malaysia, and the Philippines, and the ACCSM or the ASEAN Conference in Civil Service Matters held in Brunei Darussalam. In 2020, she attended an online course on Business Intelligence and Data Analytics (BIDA) provided by the Australian Embassy. Recently, she also attended the Strategic Communication short course for HR Leaders.
Her educational background includes Bachelor of Science in Psychology from the University of Santo Tomas, completed academic requirements in Master in Business Administration major in Personnel Management at the Colegio de San Juan de Letran, and graduated Master in National Security Administration (MNSA) from the National Defense College of the Philippines (NDCP), and was commissioned as Lieutenant Colonel of the Philippine Marines, Armed Forces of the Philippines in 2002.
Born and raised in Manila, she is the third among the six children of Engr. Jesus L. Reyna and Mrs. Leticia Gallardo Reyna who hailed from Candon, Ilocos Sur.
