Director Nel Sherwin A. Carnetes of the Civil Service Commission will keynote this year’s Program on Awards and Incentives for Service Excellence (PRAISE) at the URS – Morong Campus on Friday, September 28.
Director Carnetes was born on Oct. 16, 1975 in Bukidnon. He finished high school in Ateneo de Cagayan in 1992 and took up BA in Sociology at the University of Santo Tomas in 1996. He obtained his Bachelor of Laws at the Arellano Law School and the Philippine Law School in 2003.
At present, he is Director II in Palawan and Rizal field offices of the Civil Service Commission (CSC). He was formerly the Division Head of the Program and Planning division until 2012 prior to his appointment as head of the Strategy Management Division of the CSC in 2014. In 2006, he was the chief human resource management officer at the Department of Agriculture – Bureau of Plant Industry.
Dir. Carnetes is a member of the Emerging Young Leaders’ Group of the US Embassy.
He lectures on policies on ap-pointments and human resource actions, strategic performance management system and similar topics.
