Dr. Freddie B. Bulauan, DPA, Education Supervisor II of the Commission on Higher Education Regional Office IV (CHEDRO-IV) will be the keynote speaker as the University of Rizal System (URS) celebrates the PRAISE on October 3.
Dr. Bulauan is widely recognized as the Epitome of Academic Vision in Higher Education for his dedication to uplifting tertiary education in the Philippines, particularly in Region IV. A blend of pioneering spirit, passion to serve, and sheer perseverance has defined his career, marked by significant contributions at the Commission on Higher Education (CHED).
Dr. Bulauan’s long tenure at CHED has been instrumental in the academic and non-academic successes of numerous Higher Education Institutions (HEIs) in Region IV. His extensive government service experience fuels a commitment to public service and empowering others, a value he embraced early on. His leadership qualities shone brightly during his time as Education Supervisor II and Planning Officer of CHED Region IV from 2013 to 2019, where the office was recognized as the Top Performing and Outstanding Regional Office for three consecutive years (2014-2017). This competence led to promotions, first as Chief Administrative Officer (2019-2022) and currently as the Officer in Charge of the Office of the Director IV (August to December 2022 and January 1, 2024 to present).
In his commitment to elevating quality higher education, Dr. Bulauan has spearheaded key regional initiatives such as the Leveraging Innovation for Future and Transformation (LIFT) for Local Universities and Colleges (LUCs) in CALABARZON; Strengthening Management and Academic Resources for Transformation (SMART) program for emerging private HEIs; Harmonizing Employee Recognition and Opportunities (HERO) program to enhance the skills and resiliency of CHED employees; and the upcoming project, Fostering Outstanding Unique Research Activities (FOUR-A), in coordination with the Network of CALABARZON Educational Institutions (NOCEI), aiming to promote research.
Dr. Bulauan’s pursuit of excellence extends to continuous learning and scholarly research. He has participated in numerous national and international capacity-building workshops, including the ASEAN Teachers Upskill with Australia University, Digital Skills Enhancement Training at Korea Open University in Seoul, South Korea, and an Advanced Short Course on Sustainable Dairy Production Systems at Massey University, New Zealand. He is also an adept researcher, with two recent co-authored studies published in the prestigious Scopus Journal such as Purposive Communication and Test of English for International Communication (TOEIC) Rating of Philippine University Students, and Climate Change and Impact in the Academic Learning Experience of Selected Students of St. Dominic College of Asia: Basis in the Proposed Policy for Online Synchronous and Asynchronous Learning Modality.
