University Adopts ASEAN-Inspired Attire for Monthly Flag Ceremonies

Faculty and staff of the University of Rizal System (URS), Morong Campus, wore barong and gala uniforms during the Monday flag ceremony, April 21, marking the implementation of a new university-wide dress policy rooted in national directives.

The shift is in line with a university memorandum that took effect on April 1, requiring all personnel—faculty, non-teaching staff, and contract workers—to don ASEAN-inspired attire on the first Monday of every month.

Employees from various units, including security, health services, transportation, and farm operations, also joined the ceremony in coordinated outfits featuring tropical fabrics and traditional Filipino designs.

The directive draws its authority from several government issuances: Civil Service Commission’s Memorandum Circular No. 16, s. 2024 on revised dress codes; DBM Budget Circular 2024-1 on uniform allowances; and RA 9242, the Philippine Tropical Fabrics Law, which mandates the use of indigenous textiles in government uniforms.

The university’s ASEAN wear guidelines include the official URS gala, the 2023 URS Foundation shirt with ethnic accents, and other options approved by unit heads. Employees are also permitted to wear attire aligned with their gender identity and expression, a provision welcomed as a move toward inclusivity.

“We hope this policy not only strengthens our cultural identity but also affirms our commitment to professionalism and respect in public service,” Dr. Niclie Tiratira, URSM Campus Director, noted after the ceremony.

The flag-raising ceremony may have lasted only minutes, but the garments on display—woven with heritage and policy alike—spoke volumes.
