To promote people excellence for efficient and effective public service delivery, the Civil Service Commission (CSC) implemented the Program to Institutionalize Meritocracy and Excellence in Human Resource Management (PRIME – HRM).
PRIME-HRM utilizes a maturity levels/indicators model showing progressive levels with indicators per level for each core HRM system – recruitment, selection, and placement; learning and development; performance management; and, rewards and recognition. THE PRIME – HRM Maturity levels for the four core HRM systems consist of: Maturity Level 1: Transactional HRM, Maturity Level 2: Process – Defined HRM, Maturity Level 3: Integrated HRM, and, Maturity Level 4: Strategic HRM.
One of the objectives of the program is to elevate public sector human resource management to a level of excellence through the assessment, assistance, and awarding processes of HRM systems, practices, and competencies using HRM maturity level indicators that are at par with global HRM standards. The program is in consonance with CSC MC 30, S. 2014: Adoption of HR Maturity Level Indicators for the Human Resource Management Systems in the Public Sector.
Having met the Maturity Level 2 in the Performance Management System, the University of Rizal System has been awarded a certificate of recognition with Certificate No. RO4-PM-2022-11-009 for such achievement. The certificate was awarded on November 16, 2022. The face-to-face recognition rites will be held at the CSC Regional Office, Quezon City, on January 23, 2023. ~ABC
