Two-in-a-row. URS once more receives the CSC PRIME award in three categories of rewards and recognition; recruitment, selection and placement; and, learning and development. Similar awards were also received in 2018.
The Civil Service Commission (CSC) implemented the Program to Institutionalize Meritocracy and Excellence in Human Resource Management (PRIME – HRM) to promote people’s excellence for efficient and effective public service delivery.
The program integrates and enhances the Personnel Management Assessment and Assistance Program (PMAAP) and the CSC Agency Accreditation Program (CSCAAP). It is a mechanism that empowers government agencies by developing their human resource management competencies, systems, and practices toward HR excellence.
PRIME-HRM entails greater engagement not just of the human resource management officer (HRMO) but also of the officials and the rank-and-file employees of the agency.
PRIME-HRM utilizes a maturity levels/indicators model showing progressive levels with indicators per level for each core HRM system – recruitment, selection and placement; learning and development; performance management; and, rewards and recognition. The PRIME – HRM maturity levels for the four core HRM systems consist of: Maturity Level 1: Transactional HRM, Maturity Level 2: Process – Defined HRM, Maturity Level 3: Integrated HRM, and, Maturity Level 4: Strategic HRM.
Having met the Maturity Level 2 indicators in rewards and recognition; recruitment, selection and placement; and, learning and development, the University of Rizal System has been awarded a plaque of recognition for each of the cited components. The recognition rites were held at the Hotel Rembrandt, Quezon City on December 11. Vice-president for Administration and Finance, Dr. Nancy Pascual, HRMO Benjie Ingco and Director for Administration, Dr. Medardo Bombita received the awards.
This is the second time the University is receiving the award. In 2018, URS has been awarded the Maturity Level 2 Award in recruitment, selection and placement and, rewards and recognition.
