The University of Rizal System (URS) shows a stronger-than-average performance in different 2025 licensure examinations administered by the Professional Regulation Commission (PRC), posting an overall institutional passing rate of 60.47 percent, surpassing the national average of 58.80 percent.
Based on consolidated examination data from the University Planning office, URS recorded 1,748 total examinees, with 1,057 passers, reflecting the university’s sustained commitment to academic excellence and professional preparation.
Strong Performance in Teacher Education and Nursing Education
In the March 23, 2025, Licensure Examination for Professional Teachers (LEPT), URS outperformed the national rate in the Elementary level, achieving 61.15 percent compared to the national 49.13 percent. Meanwhile, in the Secondary level, URS also exceeded the national average, posting 64.35 percent against 62.27 percent nationwide.
The Nursing program emerged as one of the university’s strongest performers. In the May 2025 Nursing Licensure Examination, URS achieved an impressive 90.22 percent passing rate, significantly higher than the national average of 85.11 percent.
Similarly, the Social Work program posted an outstanding 95.38 percent passing rate, well above the national performance of 76.02 percent, while the Psychometrician Licensure Examination yielded 76.84 percent, remaining competitive with the national rate of 86.98 percent.
Accountancy and Allied Programs
In the May 2025 Certified Public Accountant (CPA) Licensure Examination, URS produced 11 new CPAs out of 43 examinees, registering a 25.58 percent passing rate. While below the national average of 33.58 percent, the result reflects the rigorous nature of the CPA examination, widely regarded as one of the most challenging professional board exams in the country.
Engineering and Technical Programs: Areas for Growth
Performance in several engineering fields showed varied results. The Mechanical Engineering Licensure Examination recorded a 40.91 percent passing rate, slightly below the national rate of 45.86 percent. Electronics Engineering posted 27.91 percent, compared to the national 43.12 percent, while Civil Engineering recorded 27.34 percent against 29.75 percent nationwide.
However, the Electronics Technician Licensure Examination stood out with 66.67 percent, approaching the national rate of 74.80 percent. The Electrical Engineering program achieved 50 percent, close to the national 54.17 percent.
In skilled trades, the Master Electrician Licensure Examination achieved a 100 percent passing rate, exceeding the national 69.12 percent, while the Master Plumber Licensure Examination posted 59.52 percent, higher than the national average of 52.40 percent.
Agriculture and Fisheries’ Competitive Results
The programs related to Agriculture demonstrated strong performance. The Agriculturist Licensure Examination recorded 73.24 percent, surpassing the national 68.55 percent, while the Agricultural and Biosystems Engineering Licensure Examination achieved 73.33 percent, significantly higher than the national 59.14 percent.
Meanwhile, the Fisheries Technology Licensure Examination posted a 45.00 percent passing rate for URS, compared to the national average of 69.61 percent.

With more than 324,640 examinees nationwide and 190,890 passers, URS overall performance underscores its role as a competitive higher education institution in professional licensure outcomes.
