TESDA Rizal, URS Seal MOU for Skills Enrichment

Technical Education and Skills Development Authority (TESDA) Rizal and the University of Rizal System (URS) have entered into a five-year Memorandum of Understanding (MOU), which was signed on March 17, 2026, at URS President’s Board Room to improve and develop quality higher education and technical-vocational education and training in Rizal Province. TESDA Rizal Provincial Office’s Acting Provincial Director Imee Sigua and URS’s President Dr. Nancy Pascual signed the MOU, along with Vice President for Academic Affairs Dr. Allan Conde and TESDA center administrators.

Through this MOU, TESDA and URS are committed to producing globally competitive graduates and promoting academic excellence and quality education in the province. The MOU includes areas of cooperation such as Student and Faculty Immersion, TESDA National Certification for URS participants, curriculum enhancement and development, ladderizing of TESDA credentials and URS qualifications, and research on workforce trends and training, among others, which are to be implemented through separate implementing agreements without financial obligations.

In the MOU, Dr. Pascual underscored the significance of the partnership in building up the employability of students and socio-economic development in Rizal, while Sigua added that it bridges skills gaps in line with TESDA’s expertise and academic excellence of URS.

The non-exclusive MOU covers data privacy protection, friendly dispute resolution in Rizal via mediation or arbitration, and a five-year option for renewal.
