
URS Board of Regents thoroughly reviewed and deliberated the qualifications of the university personnel before approving well-deserved promotions for faculty and staff.
Morong, Rizal – In a major milestone for higher education in Rizal Province, the University of Rizal System Board of Regents has approved a slew of promotions for 65 faculty members and five non-teaching personnel, acknowledging years of dedication and expertise. These were announced through Implementation Orders issued in early 2026.
Board Meeting Highlights
In a special Board of Regents meeting held on February 3, 2026, at the Board Room of the Morong Campus, the Board of Regents headed by Dr. Desiderio Apag III, CHED Commissioner, approved faculty and non-teaching personnel promotions, which were recommended by the University Faculty Selection Board. These faculty promotions range from the rank of Associate Professor I to V and Professor I, V, and VI, which are in compliance with the Omnibus Rules on Appointments (ORA-OHRA), University of Rizal System Promotion Policy, and Civil Service Commission guidelines. In addition, the Board of Regents directed the revision of the Institutional Promotion Policy and Merit Selection to further refine the process.

Out of 65 promotions granted to the faculty, the most distinguished promotions include 10 to the rank of Associate Professor I, such as Jonnah Bautista from Assistant Professor II and Russel May San Diego from Assistant Professor IV. Their salary grades went up from 16-18 to 19. Likewise, 10 promotions to the rank of Associate Professor II include Allan Anorico from Assistant Professor II and Eloisa Bayangos from Associate Professor I. Their salary grade was elevated to 20. This promotion surge continued to include 12 promotions to Associate Professor III, such as Celina Cerda and Wahinee Cruzada. Their salary grade rose to 21. Next in line are 17 promotions to Associate Professor IV, highlighted by Ma. Merle Facultad from Associate Professor III and Michael Pascua from Assistant Professor II. Their salary grade was raised to 22. Furthermore, 11 promotions to Associate Professor V include Jesselyn Rafin from Assistant Professor IV and Jericho Inarda from Associate Professor IV. Their salary grade was boosted to 23. Meanwhile, Jerwin Mahaguay was promoted to Professor I at grade 24. Furthermore, from Professor III, Niclie Tiratira and Jocelyn Gagalang reached Professor V (SG 28) while from Professor III, Marvin Amoin, and Professor IV Marlon Bautista, both ranked for the Professor VI promotion with a salary grade of 29.
Administrative Advancements
Implementation Order No. 02 supports URS operations as five key officials are promoted: Clarissa Marino to the position of Chief Administrative Officer and Financial and Management Officer II at salary grade 24, alongside Rennie Mae De Lemon to the position of Chief Administrative Officer and Administrative Officer V at grade 24. Desiree Avellano to the position of Attorney IV at grade 23, Day Cabugawan to Supervising Administrative Officer and Administrative Officer IV at grade 22, and Maricor Eumague to the position of Accountant III at grade 19 under the Merit Selection Plan.
Further Confirmations
Implementation Order No. 03 confirms 11 faculty appointments at the position of Assistant Professor IV (SG 18), such as Julius Carl Beringuel, John Troy Borromeo, and Reymily Rose Sta. Ana. The issued implementation orders are addressed to URS Vice Presidents, Campus Directors, and HR heads to ensure the swift implementation, reflecting a promising 2026 for the university.
