RTPI was born on June 10, 1983 with the underlying philosophy of pursuing development education in basic and tertiary levels with only two-year courses as initial offerings. In 1984, College of Arts and Sciences (CAS) was created, together with College of Industrial Technology (CIT) and College of Education (COE). The courses offered by CAS were BS Psychology, BS Mathematics, BS Guidance and Counseling and BS Biology. The college was chaired by Dr. Carolina E. Valiente from 1984 – 1988. In June 1988, Dr. Mercedes F. Timtiman took over the position of the College Chairperson until 1995. The college then had already a core faculty of 30 members. When Mrs. Normita SM. Trinidad was dean the school was converted to Rizal Polytechnic College (RPC) in 1995, the CAS was changed into Institute of Arts and Sciences (IAS) with Dr. Corazon F. Soriano as dean. It was during this period that the four programs, BS Psychology, BS Mathematics, BS Guidance and Counseling and BS Biology were granted Level I by the Accrediting Agencies for Chartered Colleges and Universities in the Philippines (AACCUP) and two course offerings, namely BS Mathematics Major in Computer Science and BS Fisheries were added, with the latter, later on transferred to Cardona Campus. Dr. Valentina R. Catmunan took the deanship in 2001 when significant events happened: the College was granted Level II by the (AACCUP); the amalgamation of two State Colleges in Rizal Province (Rizal State College and Rizal Polytechnic College) to become University of Rizal System, and the transfer of some faculty members from one campus to another. After Dr. Catmunan’s stint to the then IAS, Prof. Apolinario F. Masinsin took over the post as the former was transferred to URS Angono Campus. As part of the University Program rationalization, IAS was renamed as College of Science (COS) with the same Program offerings and Dr. Reneecilia B. Paz de Leon as the College Dean then followed by Dr. Bella G. Constantino. Dr. Catmunan for the second time assumed deanship in 2009-2010 followed by Dr. Eduardo C. Lacap who stayed in the college for only a semester. Dr. Mariam M. Estrabo was then assigned as the Officer-in charge until she was designated as the College Dean for two years (2012-2014). It was in the school year of 2014-2015 when Dr. Valentina R. Catmunan was assigned again for the third time as the Dean of the College of Science. The college is presently working towards Level IV Accreditation of its four programs. Deans, Faculty and students may come and go, but the College will remain standing with the specific end goals (1) To produce students who can demonstrate innovative and critical thinking capabilities; (2) To lead students in the conduct of scientific researches in the upliftment of the quality of life and sustainability of the environment; (3) To inculcate among students the value of active involvement in the holistic community enrichment; and (4) To serve as avenue for students in radiating love of God and country and respect for fellowmen.
